When and why was Altoona made to be a terminal?

Altoona was choosen to be the terminal of the Chicago, St.Paul/ Minneapolis, and Omaha railroad in 1880.  A terminal is an end of transportation, so it would be the end of the railroad.The terminal was made the next year after they chose Altoona as the site for the terminal.  They thought Altoona would be the perfect site, because it was right in between the cities of Elroy and Hudson and it was next to a big city.
